Following from Chiefs of Staff.

Reference Prime Minister's telegram No. 6 to President

and the latter's reply (No. 6) of 18th August regarding

surrender of Hong Kong, you should inform the American Chiefs

of Staff that military co-ordination is being effected by

the British Chiefs of Staff on operational matters and

that we undertake, so far as the conditions of the port

allow, to give full facilities through the Hong Kong area

for the assistance and support of Chinese and American

forces who may still be either engaged against the enemy

or involved in securing the surrender of Japanese forces

in the hinterland.

2. You should ask the U.S. Chiefs of Staff to inform

General Wedemeyer in this sense and to instruct General

MacArthur, if they have not already done so, to arrange

for the surrender of Hong Kong to the British commander

nominated by Admiral Fraser.
