The Chiefs of Staff have made a quick cxamination of telegram No. 4 to you from President Truman, giving the text of a general Order which the President has issued to General MacArthur, covering details of the surrender of the Japanese Armed Forces.
2.
They think you should at once draw attention to the danger that the provisions of paras 1A and 1F may lead to some confusion regarding the British colony of Hong Kong.
3. They suggest therefore that you should send the attached immediate reply to the President; it has been prepared in consultation with the Foreign office. They are having the President's telegram carefully examined during the weekend and will report further, if necessary.
4. I am sending a copy of this minute and attached telegram to the Foreign Secretary.
