We understand from Colonial Office that Sansom, Chief Commissioner of Police designate Hongkong, will consult you on two questions when he comes to Chungking in near future.
(a) The best method of approaching the Chinese authorities with a view to securing their advance
assurance that they will grant exit permits to Hongkong (Chinese) civil servants now, in China, when they are needed by the Hongkong Planning Unit.
(b) The question of attaching to the Embassy a Branch of the Hongkong Planning Unit primarily in order to undertake recruitment.
2. It is not (repeat not) intended that any approach should be made to the Chinese authorities at present but merely that Sanson should consult you and then report to the Colonial Office.
3. s regards 1(a) above we are somewhat dubious about advisability of seeking an advance assurance from the Chinese authorities but will await your views.
