I think there will almost certainly be difficulties about both the questions raised, i.e. the grant of exit permits and the setting up in China of a branch office of the Hong Kong planning unit. But I see no reason why Sansom should not consult the Ambassador about both of them and I have therefore no comments on your draft telegram to Calcutta. If and when it is approved, will you please let me know, as I think I ought to warn Seymour by telegram that Sansom will be approaching him on the points in question?
