It would clearly be useful to establish early [gp.undec] radio contact with British flag officer Hong Kong; military Signals Officer here states that he can open Communications at once with a 250 watt transmitter. Attachés cyphers could presumably be used.

2. Call sign of Signal office here will be WL Z B (repeat WL Z B) and we suggest W L ZH (repeat WLZH) for Hong Kong, with calls at 0001 Z (repeat 0001 Z) and 2000 Z (repeat 2000 Z) on 9400 (repeat 9400) Kilocycles.
