to take official cognizance of this statement.

On the whole I think it better to

await Generalissimo's reactions to communica-

tion you were asked to make in paragraph 2

of my telegram No. 888. If Chinese then or

at any other time formally indicate desire

to accept Japanese surrender in Hongkong you

should make reservation on following lines.

3. We regard it as desirable that

wherever the sovereign power has sufficient

forces available it should resume its authority

in its own territory and should accept Japanese

surrender in that territory, regardless of

operational commands; and in the case of Hong

Kong we are making the necessary dispositions

for this purpose.
