Secret and Personal

Dear Sterndale-Bennett,

The phrase in paragraph 6 of Prideaux-Brune's memorandum enclosed in your despatch No.426 (F 5571/16/10) of December 6th, about "tangible evidence.....that we have come up to date" in respect of our imperialist ways, has struck the same note in the minds of several of us here namely that the most tangible evidence we could afford in regard to China would be connected with the future of Hong Kong. This did not seem, however, to be a point to include in our despatch No.93 of January 24th, particularly as the Ambassador, though he had seen the minutes on your despatch, did not see the draft in its final form before he left for Calcutta. I feel, however, that the point is worth making in this semi-official manner..

Yours ever,

hottery Wallings

J.C. Sterndale-Bennett Esquire, C.M.G., M.C.,
