Dear Mr. Sterndale Bennett,
The War Office have asked whether the following may be substituted for paragraph 5 of the note of a meeting held here on the 23rd July about the possibility of establishing an Emergency Civil Affairs party for Hong Kong which you and Mr. Kitson were kind enough to attend.
"If, on the other hand, the Japanese evacuated the Colony, a token British force (say a battalion) could possibly be made available to join with Sino-American forces in securing its possession.
