My dear Sedgwick,

Your letter of August 24th, suggesting I should call on Mr. Paskin was written two days after I left the United Kingdom and was forwarded out here, where it was awaiting my arrival a few days ago. I am sorry I did not have the opportunity of seeing Mr. Paskin, as I should have welcomed a talk about Hong Kong and its future, a subject regarding which we here are completely in the dark. Would it be possible for Mr. Paskin to let us have a memorandum on the subject, containing such information as he is able to give at this stage? If so, perhaps it could be sent to us through the Far Eastern Department of the Foreign office.
