Dear Ashley Clarke,
You may no doubt have heard from Blackburn and Young of our talk on the 10th of February with Li Shu-Fan, and in particular that, while he gave us an objective account of feeling both in China and in Hong Kong on the question of the future of the Colony, he would not commit himself to any expression of his personal views. Subsequent to the meeting, however, he sent me a note setting out opinions which he considered "inappropriate" to discuss at his conference with us. I am sure that you will like to have this expression of view on record in the Foreign Office.
