As promised, I append my comments

on the attached Press Cuttings which show that in Free China and in the U.S.A. the future of HONGKONG is being discussed, and its retrocession to CHINA openly advocated. In ENGLAND, Miss Irene Ward, M.P. has also openly expressed her opinion that HONGKONG should, without haggling, be given back to CHINA after its recapture.

I have adopted the plan of commenting shortly on the main lines of approach to the problem which I have encountered, under the heading, "HONGKONG". Under the heading "Conclusions I have set down, at greater length some of the considerations which have occurred to me when trying to clear my mind on the subject.

I served at CANTON in 1929 at a time of great friction between CANTON and HONGKONG and have had since a certain amount of experience of KUOMINTANG methods. This has emboldened me to hope that you may find my notes of some interest.
