I am sorry that we have not answered your letter of 27th August proposing a meeting to discuss various matters of policy relating to Hong Kong.

As a

matter of fact we agree with the Foreign Office and doubt whether a meeting would serve a useful purpose at the prese

time.

We should, of course,esent

send a

representative if you still wish to

convene one. May I suggest that it would be unwise to send any further reply at present to the China Association's letter of 27th lay.
