we have seen a copy of thẻ Hong Kong News of 1st April, 1942, in which the announcement is made of the formation of two Chinese Councils to advise the Japanese Governor. The Chairman of the "Chinese Representative Council" is Mr. Lo Kuk-wo (Sir Robert
Kotewall's Chinese name) and the two other member are Mr. Lau Tit- shing and Mr. Lie Tse Fong. (The photographs of all three were published). The Chairman of the Chinese Co-operative Council is Sir Shop Chow. Apparently these two new Councils took the place of a Council called "The Rehabilitation AdvisoryCommittee". Dodwell, who called our attenti on to this, says that Kotewall was on the Executive Council with him,
