Your telegram No. 1279 [of 14th April: advice to British subjects in occupied China].
As the Phillips mentioned in your telegram No. 702 [of 27th February] was described as one of two "commissaires de police", we were doubtful whether he was in fact identical with the Secretary of Council. The position is now understood.

2. Nevertheless, please ask the Swiss Government
to pass on to their Chargé d'Affaires in Shanghai the sense of my telegram No. 940 [of 10th April], and instruct him, if other British subjects should apply to him for advice, to reply accordingly.
