Your telegram No. 1353 [of 18th April: Anglo-Japanese exchange.]
Please ask that following be transmitted to Swiss Consul Shanghai for informative of British Residents Association.
on
[Begins]
Particulars of arrangements for evacuation of a certain number of non-official B.S.S. from the Far East are being communicated through Swiss authorities to His Majesty's Consul- General at Shanghai. From these arrangements it will be seen that it will only be possible to evacuate a small percentage of those desiring to leave; a large number will consequently be compelled to remain behind, and question of who should do so is being left to His Majesty's Consul-General subject to certain general principles which he will communicate to the B.R.A. Those remaining behind will, of course, continue to be entitled to normal relief payments.
2.
After above we should like Swiss Consul to add the statement of policy given in my telegram No. 940 [of April 4th-]
