of Mr. Godfrey Phillips continuing to act as secretary of the Shanghai Municipal Council].
Please request the Swiss Government to reply that His Majesty's Government expect patriotic British subjects to refrain from assisting the enemy war effort but that they should not regard as unpatriotic the participation of British subjects in such maintenance of essential services as is for the benefit of the civil population of the occupied territory.

2. Netherlands Government concur. United States Government, in the absence of request for advice, have issued no comparable instructions but agree that above reply is only one possible in present circumstances.
