I think you will agree that the proposed reply does not sufficiently urge the desirability of the ritish employees of the Kailan Mining Administration complying with the directions which have been conveyed to them on behalf of His Majesty's Minister and of their seeking to be repatriated as early as possible.
The proposed reply has been considered with the Controller appointed under the Trading with the Enemy Act and subject to your views it is suggested that the telegram should not be allowed to go unless amended as follows:-
