I handed a memorandum to M. Teixeira (see copy herewith) and added that we had heard from the United States Government (see telegram No. 9 769
) that they had received no similar enquiry from their nationals in China and had given no comparable instructions.but that they considered the answer proposed by ourselves was the only one possible in present circumstances.
M. Teixeira said that he thought that undoubtedly his Government would agree but promised to submit it and let us have an answer.
