I have heard rumours from one or two sources that non-official British subjects in Shanghai have been accused of too much co-operation with Japanese since December 7th. This, if true, would obviously be a very unfavourable publicity point against us, and American evacuees from Shanghai who will reach the outside world before British from that port, might have unpleasant comments to make. that the line to follow would be that in paragraph I presume of your telegram under reference, but I should be glad of any other guidance that you might have for meeting such possible criticism.
