A British subject asked recently through Swiss Government for guidance from His Majesty's Government in the United Kingdom as to the propriety of his continuing to function as Secretary of Shanghai Municipal Council,

2. We have informed Bwise that we expect patriota British subjects to refrain from assisting enemy war effort, but we should not regard as unpatriotis the participation of Beitian subjects in such main shanet of essential services us 18 for benefit of civil popelataon of occupied territory. We understand that British subger. in question had already reoigned but we have asked Swiss to inform their Charge d'Affaires at Shanghaa and instruct him to reply accordingly should other British subjects Beek advice.

Before replying we consulted United States Government who stated that they had 18sued no comparable instructions as they had received no request for advice

· from United States citizens in China, but they agreed that our reply was the only one which could be given in present circumstances. Netherlands Government also concurred.
