which we have no accurate information or which is known to be free but by reason of the Post Office definition is classed as enemy-occupied territory.
As regards the former, steps have been taken in an endeavour to set up an authorised transmission of correspond- dence to Japan and occupied territory in the Far East
via an authorised intermediary in the Soviet Union, (Thomas Cook and Son Limited), and we are still pressing the Soviet Government for permission for this service to be
initiated. Our Embassy at Kuibyshev were reminded by telegram on 12th June and I suggest that we should await the outcome of these representations, since if your Communications Division took the matter up separately I fear the wires might become crossed.
As regards the latter, special arrangements would seem to be necessary and we see no objection to your Communications Division taking the matter up as suggested, provided always that it is made clear that they realise that the matter of correspondence with enemy-occupied territory is already in hand and that any special arrangements made should relate only to the territory in category (b) referred to above.
