I think the real difficulty lies in the fact that some territory classified Az enemy-occupied is actually in Free China, and perhaps special arraugiments could be made to deal with this through an intermediary in Chenghing without prejudice to the negotiations with the Soviet Gook about corresp'ce to what is known to be enemy-occupied territory
