System, where there is also a London Committee with similar functions to that of the Waterworks Company, this Committee has so adjusted its commitments that the current expenditure will be met out of London assets. Mr. Water in his letter of the 25th April, though giving particulars of considerable expenses which he would seek to meet, gives no specific information as to the assets at the disposal of the London Committee, though these apparently are not inconsiderable and might perhaps be sufficient if the expenses were strictly curtailed.
Inasmuch as the London Committee is acting for a Company controlled by an enemy in the shape of the Shanghai Directorate, it would appear that the Committee should apply for authority under the Trading with the Enemy Act, 1939, to enable the members of the Committee to carry on such London business as may still be necessary, and as in the case of the London Committee for the Shanghai Electric Construction Company, Limited, the Board would be prepared favourably to entertain such an application.
