I attach a note summarising our recent papers about the Kailan Mining Administration, on whose behalf you have told me a representative is visiting you this afternoon. You will see that they are a rather fishy concern. To put it mildly, they prefer the conservation of their business to all else, including patriotism. You will see also that we have not returned a reply as yet to their letter of the 4th March, as we have not yet decided what further action, if any, ought to be taken by us. I imagine that the company must realise that something is in the wind; are probably disturbed not to have heard anything and also they may have been aware of the fact that the Trading with the Enemy Branch have been investigating them.

So far as can be seen, we are not going to be able to take action against the company for active cooperation with the enemy, but it is just as well that they should fear that this may happen at any moment and it does no harm that they are being kept for the time being in a state of suspense
