The experience of the

Hong Kong evacuation proved that this is not only the most

satisfactory procedure, but the most inexpensive.

In order to meet the difficulties of accurate registration,

an effort is being made to point out to the authorities at points

in China that may be involved in evacuation schemes, that a plan

of registration should be carried out on shipboard during the passage to Manila along the lines adopted in connection with the

evacuation in Shanghai in 1937.

The problem of medical care and hospitalization is being

studied in order to adopt a more standardized procedure.

The experience in the Hong Kong evacuation brought to light

the existence of civilian resources capable of handling large

transportation problems under difficult circumstances.
