The plan relating to the evacuation of plant and naterial will be put into effect on the receipt of
(a) Formal warning telegram naming Japan,
(b) Telegram stating war with Japan considered imminent,
Special instructions from Secretary of State prior
to receipt of (a) or (b) above.
2. The demolition of plant and stores will be carried out at the discretion of H. E. The Governor, or H.E.
The G...
on receipt of either (a), (b) or (c) above, or, in the event of an act of Japanese aggression by land or sea, before the receipt of (a), (b) or (c) above.
In the latter event particulars of the action taken are
to be reported to the Secretary of State.
3.
To put these plans into operation the following action will be required:-
(1) Written authority to commence the evacuation of plant and material in the following form Z
*Commence forthwith evacuation of plant, atores and "materials in accordance with prearranged plan "E. P.M. H. K. "
(11) Written authority to commence the demolition of plant and stores not being evacuated in the following form:
NOTE.-
"Carry out demolition forthwith of Mainland plant and #stores not being evacuated in accordance with pre- "arranged plan "D.P.S.H.K. (1)**.

Normally "D. P. 5« H. K. " would be issued after "E.P.K.H.X. *
(iii) Written authority to commence the demolition of plant, stores and material in the case of Japanese aggression prior to receipt of instructions from London:
*Commence forthwith demolition of all Heinland plant and "stores in accordance with prearranged plan "D. P. S. H. K. *(2)**.
The letters containing this authority to be issued by the Defence secretary and addressed to:-
