My telegram to Canadian Government of to-day No. 191. Experience has shown that arrangements

for release of news about movements of troops, particularly when simultaneous releases are arranged, tend to go wrong. Grateful if you could bear in mind and mention to Canadian authorities, if any enquiries should be made, before or at the time of the release that censorship authorities here have normally no power to withhold from publication any press message which has been released in another part of the world, It is argued that such messages must be available to the enemy and there can therefore be no advantage (in fact some disadvantage) in holding them here. If therefore there should be a leakage of information about troop movement in question arrangements suggested in my telegram under reference are likely to be frustrated.
