Dear Dr. Chen,
This
morning you informed me that you had received
an urgent telegram from your Government asking for the
postponement of the bringing into force of the new
immigration regulations in Hong Zong. I at once got
into touch with the proper authorities and tried to catch
you by telephone this afternoon to let you know the answer.
As I was unsuccessful in doing this, I send you this short
letter to explain the position.
I find that the date of the enforcement of the new
regulations, namely the 15th January, has already been
proclaimed in Hong Kong and that it is not possible, in view
of the urgency of the matter, to postpone enforcement.
