(1) After consultation with Treasury it has been decided that in view of the unusual circumstances and special difficulties in Hong Kong remittances to evacuees may be continued for the present.

(2) Since this represents very exceptional concession in comparison with treatment of other remittances from sterling area it should be confined as far as may be practicable to persons compulsorily evacuated. Recipients should be warned that remittances will not be continued when changed circumstances permit return to Hong Kong.

(3) Persons not entitled to concession including pensioners not at that time "established in Canada" who left the sterling area recently (see my telegram No. 681) should be given notice that remittances must be discontinued.
