of 1940, but it might be well to state
specifically that he is to refer home
before actually imposing new restrictions
3. In view of the political
aspect we should like an opportunity
of examining any such restrictions
before they are put into force. We
should also wish to inform the Chinese
Government in advance of any new measures
which may be decided on.
4. We agree with the addition
suggested by the War Office in Scott's
letter of August 22nd to you.
Incidentally
that letter does not, we feel, do
sufficient justice to the national
spirit developed by the Chinese since the
outbreak of hostilities with Japan, though
there will I admit be many black sheep
whom the Japanese will use in the event
of trouble.
