My telegram No. 820 Secret. Review of
defence preparations.
Chiefs of Staff have also
recanmended that stricter measures
for the control of entry of Chinese
into Hong Kong should be introduced as
soon as possible.
I should accordingly be grate-
ful if you would review on this basis
the operation of the Immigration Control
Ordinance No. 32 of 1940.
While His
Majesty's Government have as you know
decided it to be important that the
restrictions should be operated in a
considerate and sympathetic manner, it
is no less important that they should
be effectively used to safeguard the
essential defence interests of Hong
Kong in preventing the entry of Chinese
under suspicion of anti-British
