Provided that no alien who has lodged an appeal under section 23 (7) or section 24 (3) shall be removed from the Colony without his consent until a decision on the appeal has been received from the Local Autho- rity or the Governor in Council as the case may be.
26.--(1) Any alien who has resided in the Colony for Certificates a period of not less than eight years may, on application of residence to the Local Authority, be granted a certificate of residence. Such certificate shall be in the prescribed form and shall confer on the holder thereof all the privileges of a certificate of admission and, subject to the provisions of subsection (2), shall remain in force until the death of the holder.
(2) A certificate may be cancelled by the Governor in Council, after such inquiry as he may deem necessary, if he is satisfied that the removal of the holder thereof from the Colony is necessary for the public safety or welfare and not otherwise.
(3) Any alien whose certificate of residence has been cancelled under subsection (2) may be arrested without warrant by any police officer and may be detained in custody until an opportunity occurs of returning him to the country of his birth or citizenship.
