ALIENS.
(3) The detention shall be for safe custody only, and shall cease if a bond with two sufficient sureties to the satisfaction of the Local Authority be given by the master, owner, charterer or agent of the ship for the payment of any fine or any costs or charges incurred by the Immigration Officer under this Ordinance or which may be adjudged to be paid for or in respect of any offence or default hereunder.
(4) If default is made in the payment of any such fine or costs or charges the Port Officer may seize the ship, and proceedings shall thereupon be instituted in the High Court by the Attorney-General under the Crown Suits Ordinance (Chapter 43) for the forfeiture and condemnation of the ship, and upon condemnation the ship shall be sold.
(5) The proceeds of sale shall be applied first in pay- ment of the fine or costs or charges as aforesaid and of all costs incurred in and about the sale and the proceed- ings leading thereto, and the balance shall be paid to the owners of or other person lawfully entitled to the ship before condemnation and sale.
16. The Local Authority may establish, at each of the ports mentioned in section 5, a depôt or depôts for the detention and examination of aliens.
17. Every alien who arrives in the Colony shall, if so ordered by the Immigration Officer, proceed direct from the ship on which he has arrived to a depôt established under section 16 and shall remain at such depôt until permitted to leave by the Immigration Officer.
18.-(1) No alien shall, without the permission of the Immigration Officer, leave a depôt to which he has been ordered to proceed under section 17 until he has paid the landing fee as specified in Schedule A and received from the Immigration Officer a landing permit in the prescribed form.
(2) Any alien who, having been ordered by the Im- migration Officer to proceed to and remain at a depôt, escapes or attempts to escape from such depôt, and any person who aids or abets such escape or attempt to escape, may be arrested without warrant by any police officer and shall be liable on conviction before a Police Court to a fine not exceeding five hundred dollars and
