villages in South China as circumstances may incline them. The defence considerations which made the Oriinance necessary were not merely military questions of food supply or the power to control the civil population in the event of heavy attack on the crowded urban areas of Hong Kong, but they include also questions of public health which are of great importance in a tropical seaport.

As regards Halaya, imigration into the Straits Settlements is governed by section 12 of the Aliens Ordinance 1933. I enclose a copy of this Ordinance. Legislation on similar lines is in force in the Malay States, but in effect immigration into the Malay Peninsula is controlled through the ports of the straits Settlemente.

Until 1930 Chinese immigration was not subject to any special restriction, but in that year a quota system was applied to the immigration of adult male labourers from China with the objects of reducing unemployment, raising the standard of labour and improving the sex ratio. In 1932 the Aliens Ordinance which is abministered by the Immigration Department extended this control, subject to certain temporary exceptions, to all adult male immigrants who were neither British subjects nor British- protected persons,

The immigration of adult male Chinese aliens has been restricted by proclamation under the Aliens Ordinance. A few years ago the quota was 6,000 a month, but this figure was quickly reduced to 3,000 and has for some time now been cut to a figure of 600
