Hong Kong Immigration Regulations.
Refers to Mr. Ashley Clarke's letter of 14th June (F 5041/98/10).
Transmits copy of Hong Kong telegram No. 628 of 3rd July, snowing that waiving of necessity for visas on Chinese passports was a temporary measure, and recommending that no amending legislation need be enacted.
Suggests that it would be better not to have a new formal agreement with Chungking for reciprocal abolition of visas.

see Dr. Chen's exquiries of 10th June (F5041) and 19th July (F6529). agree that we should have it to the Clivese to raise if the see jit the question of reciprocal waiver of visas. I do not gather from Hongkong telegram that the Governor advocates any such agreement. The Chinese request is
is hard to justify, except on grounds of "face" : They already have..... the substance of what the want.
Draft reps to Dr. Chen submitted.
