Report was so strongly worded that I feared the effect of publication on Forrest whose nervous condition is disordered and who recently was threatening suicide; accordingly, I consulted the Director of Medical Services who advised immediate medical board. Board has found him suffering from acute glomerulor nephritis and recommend immediate invaliding. This with the advice of the Executive Council I have approved subject to your confirmation.

7. I consider this would be the best conclusion of this affair. In the light of all attendant circumstances I do not think that Forrest's delinquencies call for dismissal under Colonial Regulation No.68. Colonial Regulation No.76 might be applicable but in view of his state of health I do not advise it. Attorney General agrees,

8. Forrest has not seen the report.
