Your 0517/25. Before requisitioning shing under right of angary use should be tinde of any neutral ships under British charter. You should also try to obtain by agreement the use of any Norwegian, Dutch, French or Belgian ships which may be present. Right of angery should only be resorted to if absolutely essential and should not repeat not be ogplied to. Japanese, Russian, United States or Spanish ships or ships under charter to those countries. Crers of angarised ships cannot be compelled to sail it attempt should be made to persuade thom to sail their ships. In all cases it should be explained to masters that compensation for use of ships will he piad by British Government and that as long as the ships are requisitioned ships and crews will be kent. Pully covered against marine and war risk by British Government.
