I have read with interest an appreciation on "likelihood of a Japanese attack on Hongkong" contained in Hongkong intelligence report May 31st. This memorandum presents situation fairly and objectively so far as Japan is concerned though the writer attaches perhaps decisive importance to the extent and deterrent effect of the economic stringency in Japan.

2. Since the report was written the entry of Italy into the war and the collapse of France would strengthen the arguments for intervention.

Repeated to Shanghai telegram No. 482, Hongking telegram No. 197.
