Your 05172/25 0 Before requisitioning ships

under right of angary use should be made of any neutral ships

under British charter อ You should also try to obtain by

agreement the use of any Norwegian, Dutch, French or Belgian

ships which may be present › Right of angary should only

be resorted to if absolutely essential and should not repeat

not be applied to Japanese, Russian, United States or Spanish

ships or ships under charter to those countries o Crews of

angarised ships cannot be compelled to sail but attempt

should be made to persuade them to sail their ships O In

all cases it should be explained to masters that compensation

for use of ships will be paid by British Government and that

ships will be covered for marine insurance by British Govern-

ment as long as they are requisitioned
