I mentioned the matter yesterday to the Under-Secretary of State who said that the United States Government entirely adhered to its previous promise that civilian refugees from Hong Kong would, if necessary be received at Manila.

The Under-Secretary asked how number of refugees mentioned in your telegram were to be moved. I replied that I presumed that British ships would be available for the purpose but that I would make enquiries of you on this point.

Repeated to Governor Hong Kong.
