With reference to your

letter No. F.5193/43/10 of the 26th November, I enclose a copy the latest telegram received from the Acting Governor of Hong Kong about the Immigration Control Bill. We have telegraphed to General Norton asking him to repeat this telegram to the Straits and Chungking.
You will see that the Bill appears to have gone through the Legislative Council without raising any serious opposition, and in view of this we would, subject to your concurrence, like to
instruct the Governor that he may bring it into force by proclamation at the earliest opportunity. In doing so, we would again stress the need for sympathetic administration 4th Ordinance Yours sincerely,
