to second and third readings on date proposed but I should like to have report by telegram on any substantial criticisms of Bill expressed in Council or otherwise before deciding upon operative date.
Renewed representations have been made by Chinese Ambassador here in favour of suspending action on bill at least temporarily, and it is of course important in present circumstances not to add to difficulties of Chinese in South China except so far as this may be unavoidable in vital interest of Colony.
