Minister for Foreign Affairs has protested to me against these proposals, expressing the hope that no new law placing fresh restrictions on Chinese residents in Hong Kong will be enacted.
2. Nevertheless provided the scheme is well and sympathetically administered, I do not expect the Chinese Government reactions to be severe and I think they will understand that the scheme is a necessary measure of defence in time of war especially as foreign women and children have already been evacuated.
