Following is substance of provisions of Immigration Control Bill which is to replace Ordinance No. 8 of 1934.
First four clauses title, interpretation appointment of officers and establishment of depots, clauses 5 and 6 adapted from sections 2 and 3 1934 Ordinance made applicable to all classes of vessel not having man of war status. Clauses 7 and 8 provide for the transfer of arrivals to depots if so ordered, and the closure of the northern frontier to entry except at authorized places. Clauses 9 to 11 adapted from sections 7 to 11 1934 Ordinance, Clause 12 enables the Immigration Officer to issue entry permits, frontier passes and residence certificates on payment of scheduled fees and subject to appeal requires him to refuse them in nine classes of case specified in section 4 1934 Ordinance and also if without certificates required by quarantine regulations if prohibited from entering under other`enactments. Clauses 13 14 15 relate to power attachment conditions to landings of through passages or persons without passports, permite, passes, certificates, or other travel documents to temporary detention and expulsion of person (corrupt group) refused permission to land and to powers of ships masters to keep them on board. Clause 16 is adapted from section 22a of Straits Settlements Aliens Ordinance メ
chapter 90 as amended in 1938. Clause 17 applies provisions relating to arrival by aca as far as practicable to arrivals by air. Clause 18 requires Immigration Officer to administer passport office. Clause 19 gives a general right of appeal X adapted from sections 161 to 163 ordinance 18 1935.
Clause 20 authorises the Governor in Council to make regulation Clause 21 adapted from section 14 1934 Ordinance and
X from section 3 of Ordinance 2 1917 gives powers of entry,
search and arresta Clause 22 doubles the penalties in section 15 1934 Ordinance and gives power to forfeit security. Clause 23 repealed main 1934 Ordinance. Clause 24 postpones commencement until proclaimed. Schedule repeats existing passport fees and provides for entry permite, frontier passes, and certificates of residence.
