Unless I receive further instructions I propose 7cancelling on 6th November but for sailing Ton 8th November of the 50 evacuees in question.

I hope that two points are appreciated. (1) that any such indication of weakening on policy at present contemplated will make its enforcement the more difficult if decided upon.

(2) That a decision simply to accept the present stage of the original evacuation scheme without compelling recalcitrants (1.e. those who remain without specific exemption) to join their more law-abiding or patriotic sisters now in Australia and elsewhere will produce (corrupt group) grievance among the latter and their Hong Kong relatives and challenge the whole authority of the Government.

Only alternative is to permit unwilling evacuees to return from Australia at the Government's expense. Political and financial implications of such a step you are at least as well able to judge as I but I venture to refer you to recent reports of evacuated American citizens from China. From the defence point of view numbers involved are not serious factor.

Should this be contemplated it is possible that some elternativo scheme on a voluntary basis with subsidized maintenance where necessary. and irrespective of race might be dovised which would to some extent offset the question of (using)(corrupt group)e returned here without coating more in maintenance than the original scheme.

Elaboration of euch

a schome would take time but it would largely settle oxiebing discontent here,

I trust that equality of treatment for naval and

military families will be possible.
