6. I venture to point out that "ajor-General George
Grunert is commander of the Philippine Department of the United
States Army, which embraces all American troops stationed in
the "hilippines. Brigadier-General Henry Conger fratt is
commander of the Philippine Division and of Fort 11liam
McKinley only.
7. I avail myself of this opportunity of bringing to
your Excellency's notice the excellent work performed in con-
nection with the civilian refugees by Mr. A.1.C. Taylor. His
courtesy and geniality towarde 11, officials, servants or
rofugees, served to 8:oothe over many of the difficulties
which arose. He showed himself c^pable of handling any person
or situation, and my own work was greatly lesrened by his
efforts.
