It is proposed to submit the attached Memorandum from the Secretary of State for the Colonies for the consideration of the Chiefs of Staff.

In anticipation of the instructions of the Chiefs of Staff, this memorandum is referred to the Joint Planning Staff for their consideration in the first instance.

It is suggested that the Colonial Office be invited to state their views in respect of this memorandum.
