I attach a copy of the draft report we have prepared on Hong Kong. In your absence yesterday,
we invited Mr. Sterndale Bennett to come down and talk over the subject and we agreed that he should see a copy of the draft. Perhaps you would discuss it with him and then attend the meeting on Tuesday morning when Directors of Plans will be taking the paper.
