several miles distant both from the consulate offices in the business quarter and from the European residential areas. The mileage of my own car increased from the normal monthly average of 600 miles to 900 miles during July, while my wife's car, which she used almost entirely on visits of inspection to refugee quarters, had a mileage during the same month of 700 miles. The time lost in travelling was very large, for it must be remembered that all of these journeys were made within city limits with a speed limit of 30 miles per hour and a far lower effective speed. Night journeys to and from the office on account of "immediate" telegrams were especially trying. When the present lease of the house expires, I strongly recommend that house and offices be combined as is the practice in China and other oriental countries.
