Your telegram 459. I had not contemplated return of any persons already evacuated but I authorised in my telegram 405 that evacuation should proceed on reduced scale.
I can only leave you to judge in these circumstances to what extent if any it is practicable how to cancel permission which I understood you have given in some cases for return of evacuees and their remaining in Hong Kong. If only very small numbers are concerned it may be least open to criticism if permission is not nov withdrawn. Please telegraph the facts.
I shall reply to your tels 451 and 454 as soon as possible, but I must impress on you that H.M.G.'a decision stands and has only been modified to extent of my telegram No.405.
